No modding plans have been announced for GTA 6. What Take-Two's 2017 statement and the Cfx.re acquisition tell us about the boundaries
Rockstar has said nothing about modding in Grand Theft Auto VI. There is no announced mod support, no tools, and no statement of policy specific to the game. The launch platforms announced are PlayStation 5 and Xbox Series X|S, where PC-style modding does not apply in the first place.4

The 2017 statement
After Take-Two took action against the OpenIV modding tool in 2017 and the community reacted badly, the publisher issued a clarifying position. It said it would generally not take legal action against third-party projects involving Rockstar's PC games that are single-player, non-commercial, and respect third-party intellectual property rights.1
The exclusions were explicit and are the important half. The statement did not cover multiplayer or online services, nor tools, files, libraries or functions that could be used to affect them, nor projects importing other intellectual property including other Rockstar properties. Take-Two also reserved the right to object to any project and to revise or withdraw the statement at any time.1
Then Rockstar bought the roleplay platform
In August 2023, Rockstar announced that Cfx.re, the team behind FiveM and RedM, had become part of Rockstar Games. Those platforms host the roleplay servers that a large part of the GTA streaming scene runs on, and they had previously existed in an uncomfortable grey zone. Rockstar framed the move as supporting that creative community and expanded its mod policy to cover the roleplay creators.25
That is the clearest signal in the record. Rockstar did not shut roleplay down, it bought the infrastructure, which suggests community creation is something the company wants inside its perimeter rather than outside it. What that means for a future GTA is still unannounced.25
Where the line stays hard
Modifying GTA Online remains a bannable offence. Rockstar's suspension and ban policy covers modding in GTA Online, exploiting or abusing game mechanics, manipulating protected game data and code, and interfering with other players, with penalties escalating to permanent bans and no appeal. Nothing in the roleplay acquisition changed that.3
