Three places. First, the setting: a subtropical coastal state invites the assumption. Second, the unfinished material that leaked from Rockstar in 2022, which we do not treat as evidence and do not reproduce. None of that is confirmation. Rockstar has not stated that hurricanes, tornadoes, storm surge or flooding exist as systems in the game4.
