They are not joined at the hip
This is the important structural difference from GTA 5. Rockstar's footage shows Jason and Lucia living separate lives as well as working together, so switching moves you between two ongoing situations rather than between two people standing in the same room23.
Previews describe asking the other protagonist to come along for open-world activities, splitting up to do separate things, letting the other drive while you shoot, and issuing instructions to whoever is at the wheel during a chase4.
Playing as a pair has consequences
Two reported wrinkles matter. During shared jobs, one character being taken out ends the attempt for both4. And when the police are involved, being seen as a pair is itself part of the description they hold, so splitting up reportedly divides their attention and lowers the pressure on the character you are controlling4.

How this differs from GTA 5's three

How GTA 5's three actually worked
GTA V is the series' only other multi-protagonist mainline game, and it is worth being specific about how that structure worked rather than assuming GTA VI copies it. Michael De Santa, Franklin Clinton and Trevor Philips were three fully written, separately voiced characters with their own homes, their own daily routines and their own story arcs that intersected mainly for heists5. Two is a different shape, not a smaller version of three
Reducing from three protagonists to two is not simply doing less of the same thing.
